No, Harley Quinn and Birds of Prey #1 is not the first appearance of Punchline.
.
I don’t remember there being this much fallout when DC introduced Naomi or Crush (Lobo’s Daughter) into their universe but it seems that there is more to be discussed about the new Punchline character.
.
Copies of Batman #89 and Year of the Villain: Hell Arisen #3 have been selling for $35 to $40 each while the upcoming Batman #90 has been preselling for $35 – with these kind of sales there are a few people looking for attention within the comic speculation community that are pushing all out misinformation. Yesterday Bleedingcool ran an article about a shadow of a character that appears in the Black Label title Harley Quinn and Birds of Prey #1 suggesting that it could be Punchline. The panel can be seen below.

Earlier today DC editorial staff confirmed that this character is NOT the new Punchline character. While they didn’t specify who this character is, they confirmed that it is not Punchline. Since this confirmation has come out Bleedingcool has not retracted or corrected their original article.

Bleedingstool? Does anyone put trust into that wreck of a website anymore?
I don’t believe the identity of the unknown character presented is up to the editorial staff after the fact. Clearly it’s an appearance of a woman close to joker. If it wasn’t punchline, then I’d say joker has another more important woman in his life. Context is everything, it wouldn’t make sense to be anyone else and denial just makes it look like internal problems
